How to unlock it
Use the named system to perform the upgrade. The unlock follows the upgrade itself, not the currency spent.
Linked entities
No single entity owns this one. It unlocks through normal progression.
Where to complete it
Efficient route
Bring the required materials to the system and complete the upgrade during normal gear work.
Common reasons it doesn't unlock
An upgrade attempted without enough materials does not count, and the requirement may ask for every equipped slot rather than one item.
